Batangas port charges, tariffs & dry-bulk voyage planning
Current planning answer: do not use one generic “Philippines port cost” for Batangas. PPA publishes Batangas-specific cargo-handling schedules, while newer PPA-wide fuel-adjustment rules can also affect regulated cargo-handling, terminal and pilotage services. Resolve the exact terminal and current pro forma before treating a CharterPulse port-cost assumption as commercial.

PPA issued supplemental fuel-adjustment guidance for cargo-handling, terminal and harbor-pilotage services
PPA’s 2026 issuances include supplemental operational guidance for the fuel surcharge adjustment mechanism covering PPA-regulated cargo-handling and terminal services, and a separate fuel-based adjustment mechanism for harbor pilotage.
Voyage implication: a Batangas pro forma may contain variable regulated service components that should be checked against the current PPA implementation rather than frozen into a permanent annual assumption.

Second tranche of the approved Batangas cargo-handling adjustment took effect
PPA MC No. 013-2025 provides the revised cargo-handling schedule for Batangas Phases I and II following the approved 16% upward adjustment, with the second tranche effective from 1 January 2026.
Voyage implication: use the terminal-specific Batangas schedule as a source input; do not apply a historic generic cargo-handling number to a 2026 voyage.

Open PPACharterPulse summarizes authority material for planning and does not replace a terminal/agent pro forma or the tariff actually applicable to the nominated facility.
Why terminal identity matters
“Batangas” is still not a complete commercial discharge instruction. Confirm which facility/phase is intended, the berth and draft limits, cargo-handling basis, working hours, gear requirements, receiving rate and whether the quoted charges include all authority and terminal services.
What CharterPulse should model
Keep port cost editable. Use the route model for sea-time and voyage sensitivity, then replace the generic port-cost input with the current Batangas-specific estimate or pro forma. Stress-test waiting and discharge time separately from tariff changes.
